QUESTION NO. 8

QUESTION: Councillor D. Looney

"To ask the Manager for an update on the Framework Plan for the development of Kingswood Village as contained in the County Development Plan, and to suggest how objectives such as a traffic management plan for the Village, the creation of continuous footpaths along both sides of the Old Naas Rd and the development of open spaces in the Village area might be achieved?"

REPLY:

The County Development Plan 2010-16 includes Specific Local Objective (SLO) No. 45 in relation to the preparation of a Framework Study for Kingswood Village within the life of the Plan.  The SLO refers to "the necessary infrastructure to enhance the community facilities and to consolidate the identity" of the Village for the future.  The Study has not commenced to date but can be progressed within the life of the Development Plan.  It may be possible to achieve objectives related to traffic management and/or footpath provision through the National Transport Authority (NTA) Sustainable Transport Measures Grants (STMGs) programme, either further to a Framework study or separately.  These matters and the status of any open spaces (e.g. land ownership, planning history, zoning etc.) would need to be examined prior to consideration of how such development might be acheived.
