MOTION NO.12

MOTION: Councillor D. Looney

That this Committee, in reiterating its call for the speedy delivery of the TASC Pavilion in Tymon Park, calls for a full report on the project outlining what has happened since our June meeting and the proposed timeline for the remainder of the project.

REPORT:

Under Motion 5 of the Tallaght Area Committee (1) in July 2013 it was reported that:

'Procurement for this project required that a contract bond be put in place. The assessment and clarification process has resulted in two successful contractors being disqualified/withdrawing because of their inability to provide the required bond.

The Council is currently reviewing the third ranked tender and is confirming bond, program and detail issues with a view to delivering the project this year. It is expected that this process will conclude shortly'.

Since this meeting there has been progress in the appointment of the third placed tenderer.

• The contract is for a design build installation.
• The design element of the project has been substantially completed and signed off and the building elements are ready for prefabrication off site.
• All site test and trial holes have been completed to allow foundations to proceed.
• A letter of intent to enter into contract has been issued to the contractor and the contractor has fulfilled all the required conditions, including confirmation of design.
• The contractor has provided a contract insurance bond, a factor that has prevented the appointment of other contractors.
• Final technical and financial details of the Design Build process are now being coordinated to allow the award of a contract in accordance with Department of Finance requirements. No contract can be awarded until these items have been satisfactorily completed for funding reasons.

The Elected Members will be updated on progress in the matter.
