MOTION NO. 3
MOTION: Councillor B. Bonner
That this Committee supports a potential permeability project which links Corkagh Park to the Canal Path greenway at Woodford via the Watery Lane and supports a submission for funding.
REPORT:
A report giving further information on a potential permeability project linking Corkagh Park to the Grand Canal Greenway was submitted to the February 2013 meeting of the Clondalkin ACM, the report is available here:

It is felt that a permeability project providing cycle and pedestrian facilities leading from Corkagh Park to the Green Route via Clondalkin Town Centre would be of great benefit to the Clondalkin area. The report outlined a number of constraints both in terms of land ownership and road space that would need to be further considered and addressed at any future design stage in deciding the optimal alignment for a route.
With regard to an application for funding under the permeability programme; the NTA requested in early 2013 that South Dublin County Council carry out a review of all permeability projects commenced by the Council to date, prior to new funding being allocated to these type projects. This is with a view to appraise their success or otherwise. There have been a number of projects funded to date by the NTA and success has been varied. Projects that have been constructed to completion have proven to be well used by both pedestrians and cyclists due to their location along popular desire lines. The NTA wish to identify the key factors that ensure the success or otherwise of routes in order to prioritise projects that improve cycling, walking and bus access prior to funding any future projects.
This review of permeability projects is underway and includes a section that will further examine potential permeability projects that could be submitted to the NTA. Based on the potential for improving linkages from Clondalkin to the Grand Canal Route, South Dublin County Council have included the above project along the Camac River for review and will apply for funding to the NTA based on the outcome of the permeability projects review.
