REPORT ON PUBLIC CONSULTATION UNDER PART 8 OF LOCAL GOVERNMENT (PLANNING & DEVELOPMENT) REGULATIONS 2001 - 2012 FOR THE PROPOSED CONSTRUCTION OF AN INFILL SOCIAL HOUSING DEVELOPMENT AT SUNCROFT, TALLAGHT, DUBLIN 24 - 10 UNITS
REPORT:
Part 8 of the Local Government (Planning and Development) Regulations 2001-2012 outlines the requirements with respect to certain classes of developments for, on behalf of, or in partnership with Local Authorities.
These regulations apply to the proposed construction of houses.
The proposal consists of the construction of infill housing for the provision of new 2 storey, dwellings including access road and both private and on road parking all to be accessed from Suncroft Drive
The proposal is being considered as part of the Council's submission to the Government's very recent call for proposals for inclusion on a local authority housing construction led job stimulus programme.

An outline of the proposals was presented to the Tallaght Electoral Area Members on 5th July 2013.
A notice in accordance with Article 81 of the Planning and Development Regulations 2001-2012 was published on the 11th July 2013 in the Tallaght Echo.

Plans and particulars of the development were made available for inspection by the public for a period of six weeks from Thursday 11th July 2013 until Thursday 22nd August 2013 and a further period of two weeks until Thursday 5th September 2013 was made available for the making of written submissions and observations to the Council in relation to the matter.

The issues raised in the submissions can be summarised and responded to as follows:
Issue - Proposed use of part of existing green area / open space
Response - The area has always been identified as a site suitable to accommodate In-Fill Social Housing, and was the subject of previous consideration for development, albeit of a larger scale.The site design was developed in 2006 and informal consultation has taken place with Tallaght Electoral Area Members representing the area over time, and through the current Part 8 consultation process. The original proposal for 19 units has been modified with the number of units reduced 8 for the large site, 2 for the smaller site, and a small park area provided from the larger site.
Issue - More suitable alternative sites
Response - Suggestions for appropriate sites for housing are welcome, and subject to assessment for suitability, the sites as identified maybe incorporated into future proposals. The current project at Part 8 consultation is one of a limited number of projects which, subject to approval, is capable of being delivered within 2014 as outlined by Department of Environment, Community and Local Government in the recent call for proposals for inclusion in a local authority housing construction led job stimulus programme.
Issue - Devaluation of adjoining properties
Response - Infill Social Housing Schemes such as the one proposed for Suncroft will be carefully designed to ensure they do not impinge negatively on the physical or social environment of existing / adjoining residents. All areas used for construction will be fully reinstated to the satisfaction of the Environment Services Department.
As the proposed development is in accordance with the proper planning and sustainable development of the area, it is recommended that the development proceed as published.
