QUESTION: Councillor D. Looney
To ask the Manager for an updated schedule for the introduction of Irish Water and associated projects, and to make a statement on the matter?
REPLY:
In April 2012, the Government announced the establishment of a Public Water Utility. Irish Water was established by the Water Services Act 2013. Additional legislation, later in the year, will result in Irish Water becoming the single Water Authority from 1st January, 2014; it will also require each local authority to enter into a service level agreement (SLA) to deliver water services on behalf of Irish Water.
The Service Level Agreement may operate for a period of 12 years. Annual Service Plans will form the basis of day to day management and reporting on activities.
A Transition Impact Assessment is about to commence in 8 pilot Authorities including, South Dublin County Council, to inform what the key changes are at a local level and how they will impact on all aspects of the current service delivery. Arising from this assessment a Local Transition Plan will be completed which will list all the activities to be completed in order that the Council is ready for Operating Day 1 on 1st January next.
