QUESTION NO. 18

QUESTION: Councillor E. Tuffy

To ask the Manager for an update on any additional cycle lanes planned by the Council, to give a report on recently installed lanes and their location, and any other cycle facilities recently made available, including in parks. To also ask for reports on liaison with the NRA on promotion of cycling in the Country?

REPLY:

The Council are involved in implementing the National Transport Authority 5 year Strategic Investment programme which includes for an extensive network of new cycle tracks and related facilities in the Greater Dublin Area as identified in the NTA Cycle Network study currently being finalised. These schemes will be developed over lifetime of the strategy.

In addition to a number of schemes already being funded, a further 5 key priority cycle routes have been identified from the Strategic Study in the County area and it is intended to progress these to Part 8 stage. These cycle routes include a north-south orbital, links in Lucan and Clondalkin and to Ballymount and Citywest. These will build on the success of the Grand Canal 'Green route' that was completed in 2011 and extended to Lucan in 2012.

The Council plans are for new cycle tracks Countywide and projects are now at various stages. New cycle track facilities are being constructed in  Lucan at Willsbrook Road and at Spawell Roundabout in Tallaght. Plans are advanced for the upgrade of the Strategic Cycle Route from Tallaght to Tempelogue and for a new route including a new bridge over the Dodder, from Tallaght to Ballyboden.  Smaller local links have been constructed in Corkagh Park, Clondalkin, Sean Walsh Park Tallaght and at Dargle Wood Knocklyon.  Plans are being advancd for a new Greenway route along the Dodder to Ballsbridge and Dublin City Centre and work is due to start on site between Grange Road and Barton Road extension in Rathfarnham. 

A series of local cycle parking facilities have been and will continue to be provided and a public bike hire scheme feasibility study is underway for Tallaght Town Centre. The preparation of detailed Movement Framwork Plans for Tallaght, Lucan and Clondalkin Town Centres are also underway, with the Tallaght study nearing completion.

Consultants have been engaged to complete Options Reports on Walkinstown Roundabout and Liffey Valley Roundabout. The National Basketball Arena  multimodal access contract is at tender stage. Old Bridge Road Junction with the N81 is being resdesigned to improve the cycling and pedestrian facilities and is awaiting NTA approval.

Wellington Road Cycle Scheme is at detailed design stage. Monastery Road walking route is at preliminary design stage and the scheme has been expanded by the NTA as far as the Luas Red Cow. It is intended to appoint a consultant for the  Lucan Village traffic management project shortly and the Clondalkin Village traffic management project has been awarded to consultants. 

There are also a number of pedestrian facilities that have been and continue to be installed throughout the County and a review of these is currently underway.
