QUESTION: Councillor G. O'Connell

To ask the Manager for a report on the fisheries facility in Corcaigh Park and to address the following:

What is the purpose of the Corcaigh Park Fishing facility?

Has the facility been in operation year to date and if yes how does usage compare to similar periods in 2012 and 2011? What has been the income to the Council for each of these three periods?

When was the facility last put out to tender?

How many tenders were submitted?

What is the life-span of the contract?

the Manager satisfied that this facility is serving its purpose?

REPLY:

The lakes, which constitute the Corkagh Park Fishery, are primarily flood control measures which were constructed in Corkagh Park on the Camac River in 1999/2000. The lakes were developed with the aim of being a sustainable ecological resource while also serving as a visitor attraction as a put and take fishery, which has become popular destination for park visitors. Fishing stands and platforms were provided to enhance angler safety and to facilitate access for disabled anglers.  Adjacent to the fishery, a small temporary reception building was provided which functions as a tackle shop / coffee shop with toilet facilities and a small outdoor seating area. This facility opened to the public in July 2004 and has been in use ever since.

The fishery has been in operation year to date and on avearge about 7,000 fishing sessions take place every year. An annual licence fee is payable to the Council by the Operator. The operation of the Fishery was last put out to a stand alone tender in January 2010 for a three year period. Two companies submitted bids, one of which was not to specification. The selection criteria for the awarding the tender were as follows:

Understanding requirements of the Brief  -  15% of the marks

Demonstration of appropriate experience - 15% of the marks

Customer Care focus, Management and Operational capacity - 20% of the marks

Financial Proposal - 40% of the marks

Marketing and Promotion - 10% of the marks

The award of contract was for a period of three years which expired earlier this year. The Fishery is temporarily being operated under the newly constituted contract for the Camac Valley Camping and Caravan Park which provides for same. while a tender for the operation of the Fishery as a separate activity is conducted. The Council is in the process of finalising tender documents for the Fishery and it is expected that they will be advertised in September. 

 The Council is quite satisfied with the current management and operation of the Fishery.
