That the Manager outline the efforts by SDCC (both Housing and Public realm departments) to address the poor quality of open space provision in Kiltalown and any perceived or documented increase in ASB in this area.
REPORT:
The large open space has recently been worked on to address the unfinished issues that remained following the completion of the housing development. The unfinished state of the green has not been helpful given the antisocial activity in the area and works have been undertaken previously with limited success to resolve the localized flooding problems preventing completion.
Recent works were undertaken following recommendations from specialist investigation to resolve long standing problems.
The works included extending the ground drainage and provided further supplementary drainage to address the issue of localized flooding.
The area was cleaned to remove accumulated rubbish, and raked to remove loose stones. Further top soil was added to supplement the existing provision with levels adjusted to fill dips. The area is now re-seeded and it is anticipated that the grass will be fully established in the short term.
Over the last few years, the Estate Management Section, in consultation with the residents, have engaged a number of Contractors to address anti social problems at several locations in Kiltalown Estate. Works have included erection of railings, fencing, raising of boundary walls, removal of graffitti and the installtion of sensor lights. At the request of the residents Estate Management funded a new access pathway and 'kissing gate' to the public park adjacent to Kiltalown View. We have also provided plants/shrubs and paint to invidivual residents to assist them in improving their estate.
There are ongoing complaints regarding anti social behaviour at this location. All complaints are investigated and action taken where possible. We are currently working with the Gardai and relevant families in relation to instances where the perpetrators (minors) have been identified.
