MOTION: Councillor M. Corr

That the Manager provides a report to the next Tallaght Area Committee with a comprehensive plan to address the deficit of soft landscaping on new road builds in the West Tallaght area.

REPORT:

A report was prepared for the November 2012 meeting of the Committee in respect of Bothar Katharine Tynan.

In respect of the south side of the road west of Cookstown it was stated that …'A comprehensive planting / landscaping programme has been provided by SDCC / RPA on the south side of Bothar Katharine Tynan in the vicinity of the footpath / cycletrack and Luas Line. Only low-level shrubbery / beech hedge is permitted because of Luas's overhead electrical contact system and volume of services underground. Whilst this planting has been the subject of substantial vandalism and theft, it will mature over the coming years and greatly enhance the entire road from Cookstown to Outer Ring Road when it becomes fully established.'

In respect of the north side of the road it was stated that…'The footprint of the road was very limited on the north side due the proximity of the ESB pylons and by the new concrete boundary wall which is the property of Roadstone. Unfortunately no planting can be provided in the footpath / cycletrack adjacent to the wall for health and safety reasons as it would reduce the width below allowable dimensions'.

Arising from discussions at the ACM it was agreed to examine the area in the vicinity of Fettercairn Link Road and Cookstown junction. It was agreed to approach Roadstone to establish whether they could provide additional planting on their side of the boundary wall.

The landscaping contractor on the Embankment Road Scheme (who has carried out the planting to date) has been requested to provide suitable creepers to the Roadstone boundary wall opposite Fettercairn Link Road before the end of the current planting season. The matter of providing further planting behind this boundary wall has been discussed with Roadstone and they have indicated that they have proposals to plant creepers to the back of their wall and trees along the top of the berm.  We will contact them to ascertain the timeline involved for the provision of this additional planting.   

In relation to the Outer Ring Road, all soft landscaping works to be carried out are complete.
