MOTION: Councillor M. Devine

"That the Tallaght Area Committee commends the "Responsible Dog Ownership" initiative and requests the Manager to provide an update on the levels of applications for dog licences"

REPORT:

The Responsible Dog Ownership initiative along with other actions highlights and supports the need for  proper care and control of dogs.  The following is a list of actions that supports Responsible Dog Ownership

1.New Regulations entitled the Control of Dogs (Amendment) Regulations, 2013 came into force on 1 June 2013. The main changes include:

- to increase the fine for not having a dog licence and other offences to 'on-the-spot' fine €100;
- to allow fixed penalty notices to be issued for non-muzzling, non-leashing, "under 16 year old in charge of a dog" that should be muzzled, leashed or be led by an over 16 year old.

2. Responsible Dog Ownership leaflet is now sent to all dog owners renewing their dog licence online

3. The Green Dog Walkers scheme - promoting a  community based positive non-confrontational way to change attitudes about dog fouling.

Up to June 16th 2013 there were 9,472 licences in the system this is a reduction of 10% compared with last year. The trend nationally shows a 125 reduction.  Measures have been put in place to ensure the renewal of  licences  - this includes a reminder to those who have not renewed and a campaign to target areas with low licence numbers.
