Report on Public Consultation Procedure under Part 8 of the Local Government (Planning and Development) Regulations 2001 – 2012 for the proposed re-development of existing Residential Caravan Park at Belgard Road, Tallaght, Dublin 24

The Re-development of Belgard Road Residential Caravan Park was identified in the Traveller Accommodation Programme 2009 – 2013.  A presentation on the Re-development was made to the Tallaght Area Committee on 14th December 2012.    

Notice in accordance with Part 8 of the Local Government (Planning & Development) Regulations 2001-2012 was published on the 23rd January 2013 that the Council intend to re-develop the existing Residential Caravan Park at Belgard Road, Tallaght, Dublin 24. 

Plans and Drawings were placed on display at headquarters and on the website of South Dublin County Council, Town Centre, Tallaght, Dublin 24 until Wednesday 5th March.  A further two weeks were allowed for receipt of written submissions or observations with respect to this matter dealing with the proper planning and sustainable development of the area in which the development would be situated.  

Closing date for receipt of submissions was 20th March, 2013. 

No submissions were received in relation to the proposed development as a result of the Part 8 process. 

The works to comprise redevelopment of existing Residential Caravan Park by demolition of the masonry built Service Units and internal bay walls, the construction of 2 No. 4 Bed / 7 Person dormer Group Houses, the refurbishment of the Existing Caretaker's house adjacent to the Belgard Road boundary ( 1x 3 bed/ 5 person dwelling) and all works to include demolitions, infrastructure, hard and soft landscaping and all necessary associated ancillary works on the site.

An application for funding has been made to the Department of the Environment, Community and Local Government in this regard. 

The Traveller Accommodation Unit and the Architects Department has been in discussions with the residents and Tallaght Travellers Community Development Group to ensure that the views of all stakeholders are addressed. 

This report is submitted in compliance with the recommendations of the Planning & Development Act, 2000 and Part VIII of the Planning and Development Regulations 2001-2007. The various works proposed for the re-development of the existing Residential Caravan Park at Belgard Road, Tallaght, Dublin 24 are in accordance with the 2010 – 2016 County Development Plan and with the proper planning and development of the area.  It is therefore proposed to proceed with the Scheme as advertised. 

A report in respect of the redevelopment of the Traveller Specific Site at Belgard Road was noted by the Tallaght Area Committee Meeting of the 27th May 2013.
