QUESTION: Councillor W. Lavelle
"To ask the Manager to outline the detailed timeframe for the public consultation on the review of Parking Bye-Laws in the Lucan Village area; and to further formally issue the Manager's Report on the public consultation on proposed new Lucan Village Taxi Bye-Laws such that the elected members could formally consider and decide on an approach?"
REPLY:
Preparatory work to inform the review of the Parking Bye-Laws is well underway, this involves analysis of parking patterns and availablity throughout the day over a period of time. The objective is to establish demand and availability and takes into account weekend versus weekday patterns. It will inform recommendations in the review in particular in respect of weekend operation of pay and display. It is expected that the preparatory work will conclude by the end of the summer allowing draft document preparation to commence. Public consultation is planned to commence in September once the Area Committees have been appraised of the Draft Bye-Laws.
Public consultation on the proposed "Lucan Appointed Stands (Street Service Vehicles) Bye-Laws 2012 commenced on 14th May 2012. The closing date for receipt of submissions was 6th July 2012. Three submissions were received. A meeting was arranged with the local Councillors for Tuesday 23rd October 2012 to discuss the submissions.
The three submissions were discussed and the issues highlighted were noted. The Members suggested the possibility of using the parking spaces outside the shops from 9pm when these shops would be closed. However, as there were only 2 of the 5 Councillors present, they undertook to discuss this suggestion with the other three Councillors and revert with the outcome. The Council is open to suggestion for finding a consensus on the preferred solution for a taxi rank in Lucan Village. This matter will be advanced as part of the traffic assessment of Lucan village which has been grant aided by the NTA in 2013.
