QUESTION: Councillor E. Tuffy
"To ask the Manager if a tenant in good standing of one of the Council's houses in Lucan can apply at this time to purchase her house; and if the Manager can advise on any expected changes in Government regulations in respect of the purchase of their homes by Local Authority Houses and Apartments?"
REPLY:
There is currently no Tenant Purchase Scheme in place.
The 1995 Tenant Purchase Scheme expired on the 31st December 2012.
Applications received under the 2011 Fixed Term Tenant Purchase Scheme (applications accepted up to 31/12/2011) are still being processed. All sales under this scheme were initially due to be completed on / before 31/12/2012. However the Department of Environment Community & Local Government advised local authorities in late 2012 of an extension for completion of sales date to 30/6/2013.
It is understood that the DOECLG intends to introduce legislation to underpin a new scheme for the sale of existing local authority houses to tenants on incremental purchase principles.
The new scheme will be a discount scheme based on household income that enables the State to share in the profits from resale during the 20 to 30 year period for which the house is subject to an incremental purchase charge.
The proposed scheme will mean that tenants will have the option of buying the house they currently occupy under the incremental purchase model
