Village Initiative update

REPORT:

The Council agreed as part of the budget process to allocate funds for the development of designated villages within the county.  Work with Village Based Groups has been on-going and regular reports on the process and the work have been put to the Corporate Policy Group on a monthly basis.

In February 2013 the CPG agreed a call for proposals under the Village Funding:-

 A call for proposals was issued following the February meeting of the CPG

 Criteria for application under the fund – as laid out in page 4 of the Community Grants Booklet

 Proposal Headings of funding structure over initial 3-year phase of the project:

  

    ITEM Total funding over 3-years to each village
1. Walking Routes   Development of walking/cycling routes through new connections, signage, lighting and branding/promotion         €7,000.00
 
2. Heritage Buildings/Features   Refurbishment/repair/painting/plaques/floodlighting of buildings and their settings to enhance activity and presence of significant heritage and visitor attractions           €20,000.00
 
3. Public Realm/Civic Focal Points   Small plazas, paving, tree planting, feature lighting, plants, hanging baskets to enhance quality of streets and spaces         €10,000.00
 
4. Public Realm/Elimination of ‘Black Spots’   Remediation of damaged pavements, stone walls, railings, unused telephone boxes, hoardings, abandoned structures etc. to mitigate damage to streetscape.           €3,000.00
5. Shopfronts/Painting/Signage   Upgrading of shopfronts, lighting, railings, village identification and welcome signage and markers (matching funding required for shopfront painting/upgrades)           €15,000,00
 
6. Festivals/Markets   Development of new festivals/markets with branding/promotion, including stalls/design.  (Festivals and markets must relate to village strategy and have significance for village and its history/people).             €3,000.00
 
7. Branding   Website/logo design and development, including publications       €1,500.00

Each village may submit proposals for funding for each category above to the maximum amount shown over the first 3-year period of Village Initiative. These proposals will be submitted to relevant Area Committee with a recommendation for approval and a subsequent report to the next Council Meeting.

            Branding

            Funding requested €11,000.00 (available €1,500.00)

            Heritage Buildings

            Funding requested €53,000.00 (available €20,000.00)

            Recommendation:  This project is premature in the current round as it requires some planning approvals

   

            Shopfronts/Painting/Signage

            Funding requested €10,000.00

            Funding requested €5,000.00

            Funding requested €3,500.00 (available total €15,000.00)

            Recommended: €15,000

           

 This recommendation is in principle subject to detailed plans submitted and agreed in advance of drawdown

 Villages may act collectively and the Council will co-ordinate where there is an overall approach required such as procurement of items
