QUESTION: Councillor A.M. Dermody
"To ask the Manager what steps can be taken by this Council to counteract growing number of posters advertisements appearing, not only on telegraph and electricity polls but also on road signs, within our ward seeking “cash for cars”?"
REPLY:
The Council's Roads Department and Environmental Services Departments, Licensing and Enforcement Section , have been working in partnership to address the growing problem of illegal signage advertising Cash for Cars throughout the County. Signs are being removed by staff from both Departments. The signs in question provide no contact details and efforts by Enforcement Staff to identify the persons advertising the service, have proved futile. In one instance, while telephone contact was made with an individual; he refused to identify himself; on that occasion Waste enforcement Officer advised that the service being advertised was illegal and contrary to the provisions of the Litter Pollution Act, l997 and the Waste Management Act, l996. as amended. Following a witness report providing vehicle registration details, a Fixed Penalty Notice under the Litter Pollution Act, l997 issued - this notice was not paid . A summons to appear in court for non-payment of fine was returned unserved. The Law Department has been unable to pursue the case.
The Council is enlisting the support of local gardai in focusing their investigations into this illegal activity.
