MOTION NO.2

MOTION: Councillor J. Lahart

"That this Committee agrees the following actions in respect of continuous illegal dumping adjacent to Woodfield (addresses included):

To contact the adjoining landowner to seek their assistance in securing the land where there is livestock and horses present;
erect a 'No Dumping' sign;
ensure the Cleansing Unit includes the hedgerow area in its schedule of cleansing in Woodfield;
engage the Environmental health Officer to check the area for reported vermin;
engage the Litter Warden to actively monitor the area for illegal organic and waste dumping;
consider a leaflet drop of local houses regarding illegal dumping in the hedgerow area including the fines appropriate for such an offence."

REPORT:

The lands adjacent to numbers (address supplied) Woodfield Estate are privately owned and the Council has no responsibility in securing such lands.  However, the Council will issue a letter to the land owner requesting that they secure their lands with proper fencing and also to ensure that correct protocols are adhered to in relation to the keeping on horses on land.

Where there is an ongoing problem of illegal dumping and littering in any area, local residents are urged and encouraged to support the Council in taking the appropriate enforcement action by making reports to the Litter Warden for investigation and by providing evidence and testifying in court either individually or as a collective group of residents.  It is not the policy of South Dublin County Council to erect "No Dumping" signs throughout the county.

The Public Realm Section carried out a litter pick of the area on the 2nd May 2013, which included the hedgerow and is scheduled to be done again on the 17th June 2013.

A request has been sent to the Environmental Health Officers to investigate the rodent infestation allegation.

The Litter Warden for the area will investigate and monitor the area closely, where evidence is found the appropriate enforcement action will be taken under the Litter Pollution Act 1997.
