QUESTION: Councillor T. Gilligan

To ask the Manager to outline the number of landlords on the RAS scheme, or any other scheme, from 2009 - present?

REPLY:

Local Housing Authorities have been legally empowered to lease housing for social housing purposes since the Housing Act of 1966 was passed into law.

The Rental Accommodation Scheme (RAS) is an initiative to cater for the accommodation needs of certain persons in receipt of rent supplement, normally for more than 18 months and who are assessed as having a long-term housing need. One of the main features of the scheme is that local authorities in sourcing accommodation for these households make use of the private and voluntary sector.

The Social Housing Leasing Initiative facilitates the provision of suitable houses / apartments for occupation by its social housing applicants. This is for property owners who want long-term guaranteed income, but do not want to be responsible for the day-to-day requirements of managing tenants and maintaining a residential property. 

RAS Landlords: As at 30/4/13, a total of 851 landlords were contracted to the Council in respect of 1429 properties.

Leasing Landlords: As at 30/4/13 a total of 142 landlords are in contract in respect of 182  properties.
