QUESTION NO. 7

QUESTION: Councillor J. Hannon

To ask the Manager for an update on septic tank inspections in the County?

REPLY:

The EPA have produced the National Inspection Plan 2013 (NIP) for domestic wastewater treatment systems. This document forms the basis for inspection of septic tanks at a national level and also facilitates determining those areas in each county that are likely to be at risk from septic tanks. These areas have been determined for the South Dublin County Council area. Council staff will be trained in septic tank inspections shortly and will be designated as authorised inspectors by the EPA in June/July of this year. The entire Dublin Region has been assigned a total of only 15 inspections for 2013, the total number of inspections planned nationally for 2013 is 1000. It is likely this is to allow for a manageable roll-out of this new work in year 1.

Inspections have not yet commenced in any county as inspectors have not been assigned. It is anticipated that inspectors will formally be authorised to inspect septic tanks in June/July 2013. It is likely that inspections in the SDCC area will be carried out in conjunction with Farm Inspections where possible.

At this point there is a 52% registration rate for South Dublin which equates to 1,183 septic tank registrations.
