MOTION NO. 7
MOTION: Councillor D. Looney
That this Council supports stronger measures in combating the scourge of littering and illegal dumping, including increased penalties and expanded community service requirements for offenders supported either by statute or legislation; and that this Council calls on the Minister for Environment, Heritage and Local Government to support this local authority and others in the battle against litter and dumping by liaising with the Data Protection Commissioner and, if necessary, seeking amendments to the Data Protection Act to allow for the naming and shaming of those engaged in such practices.
REPORT:
The Council is continuing to deal with littering and illegal dumping throughout the County through the enforcement of the Litter Pollution Act 1997, as amended and the Waste Management Act 1996, as amended. 1165 fines were issued in 2012, an increase of 63% on 2011. Quarterly Reports presented to Area Committee Meetings advise Members on the numerous other activities under the Council's LItter Management Plan.
Should the motion be passed, a letter will issue to the Minister for the Environment, Community and Local Government advising of the content.
