"That the Manager would make a report on the ongoing measures and actions being implemented by the Environmental Services Department, including the Cleansing Unit, in dealing with and ameliorating ongoing problems with litter and illegal dumping in the residential areas near the Ballyowen Castle Shopping Centre, including Colthurst/Huntingdon Glen, and Abbeywood/Abbbeydale Estates, and to advise the Committee if the Department considers that adequate facilities, such as bins, are being provided by the retail businesses in the Centre to encourage proper disposal of packaging etc."
REPORT:
The Council maintains the area utilising the services of the staff and plant to undertake cleansing maintenance, litter picking and removal of fly tipped waste. This work is scheduled on a regular basis in conjunction with the Road Sweeping Contractor Oxigen who visits the residential housing estates four times a year to sweep the roads, litter pick footpaths and grass verges/parks areas, remove weeds and once a year to maintain the gullies.
Abandoned or fly tipped dumped waste is initially inspected by the Litter warden to determine the existence of any evidence that may provide details of ownership. Where evidence is found by the Litter Warden whether on patrol or as a result of a complaint, a fine is issued.
The Council provides a series of litter bins in the vicinity of the Shopping Centre for the disposal of waste material. These bins are collected regularly during the working week Monday to Friday.
The bottle banks in the shopping centre are scheduled for cleansing twice a week on a Monday and a Friday by a Council crew who remove any waste material dumped (bags, boxes) in the area and who sweep the area surrounding the units. There is an existing CCTV system in place which monitors the area and has resulted in enforcement action being taken by the Council.
The Council can under the Litter Act encourage participation by persons in preventing and overcoming the polluting effects of litter and in the collection and disposal of litter, including the provision and maintenance of litter receptacles of such type and quantity as the local authority considers necessary to prevent the creation of litter.
