Go dtacaíonn an Chomhairle seo beartas chun scéim bailiúchán mangarae a atosú ar fud an chontae.

That this Council supports a policy to recommence a junk collection scheme throughout the county.  

REPORT:

De bharr costas a bhí ag baint leis an seirbhís bhailiúcháin mangarae Ó 2005 go dtí 2008, atá le feiceáil sa tábla thíos agus de bharr an laghdú a gearradh ar an mbuiséad agus ar caiteachas lán roghnach de bharr cúrsaí airgeadais an Chomhairle i 2009, ní raibh aon socrú déanta sa bhuiséad athcheartaithe i 2009 ná sna blianta dár gcionn.

Tá na chostas seo ag baint le seirbhís a cuireadh ar fáil do 25% do thithe sa chontae in aon bhliain amháin. Bheadh costas an tseirbhís don chontae ar fad thart ar €2.3 milliún.

Tá costas diúscairt dramhaíola ag ardú agus ag cur go mór leis an chostas ag méadú agus tá laghdú ar an méid tonna a bhailiú. Tá an dá rud sin ag déanamh an tseirbhís neamh-inbhuanaithe. Chomh maith leis sin tá seirbhísí ar fáil sa chontae mar shampla WEEE Ireland agus CCRI atá ag cur seirbhís bailiúchán baile ar fáil d’earraí leictreacha agus tá tionchar aige seo ar inmharthanacht an tseirbhís.  Ba cheart a thabhairt faoi deara Ón bhliain 2008 go bhfuil an costas ag baint le diúscairt dramhaíola ag ardú agus ag déanamh costas seirbhís bhailiúcháin mangarae an-ard.

Bhí deacrachtaí ag baint le póilíniú na mbailiúchán mangarae mar go raibh dramhaíl a bhailiú go neamhdhleathach agus Ábhair dumpáilte dhá thabhairt go dtí an suíomh le go mbaileoidh an Chomhairle É. Tá an chomhairle ag déanamh a ndícheall chun tacú leis an bpobal chun na háiseanna atá ar fáil a Úsáid agus go deimhin d’éirigh go hiontach leis an bhfeachtas faoi Shamhain Ó thaobh Úsáid Saoráid Diúscartha Dramhaíola Chonláiste Cathartha Bhaile an Mhóta dhé. De bharr sin, meastar go bhfuil sé níos Éifeachtaí feachtas eile a Úsáid seachas bailiúcháin mangarae.

Tá WEEE Ireland agus CCRI bunaithe go maith sa chontae agus tá eagraíochtaí carthanachta eile ag obair ar an chaoi chéanna. Is féidir le sealbhóir tí fáil réidh le hábhair mar shampla miotal, adhmaid, píosaí pláistéir agus troscán i Saoráid Diúscartha Dramhaíola Chonláiste Cathartha Bhaile an Mhóta agus ionaid eile i gcontaetha béal dorais. Tá seirbhísí ar fáil freisin Ón earnáil phríobháideach.  Tá eolas le fáil ar suíomh idirlíon an Chomhairle.

 Due to rising costs associated with the provision of a junk collection service during 2005 to 2008 as shown by the table below and as part of the imposition of budgetary constraints on discretionary areas of expenditure due to the financial situation that this Council found itself in during 2009, no provision was made in the Revised Budget 2009 or subsequent years for junk collections.

These costs related to a service that was provided to approximately 25% of the households in the county in a given year. The cost of a service to the entire county would have been in the region of €2.3million.

These rising costs of waste disposal contributed significantly to the increased costs while the downward trend in the tonnages collected through the service meant that the continued provision of this service was unsustainable.  In addition, services provided in the County by organisations such as WEEE Ireland and CCRI (Clondalkin Community Recycling Initiative) offering a collection service to households for electrical goods were developing and were significantly impacting on the viability of the service.  It should also be noted that in the interim period since 2008, costs associated with the disposal of waste materials has continued to escalate which would have brought the cost of such a junk collection to significantly higher levels.

The policing of the junk collections also became an issue as illegally collected waste and dumped material was being brought to the areas and left for collection by the Council. The Council has endeavoured to support people to use the facilities available to them and indeed the use of Ballymount as an anti-bonfire mechanism in recent years has proved a significant success. It is not felt that the level of funding required for the junk collections in light of other demands would prove an effective use of the resources.

The WEEE Ireland and CCRI Services are now well established in the County while other Charitable organisations operate similar kinds of services on a more limited basis. Householders can also dispose of unwanted material such as scrap metal, timber, plasterboard and bulky household items such as furniture at Ballymount Civic Amenity while there are also publicly provided Civic Amenity sites in close by some areas of the county in neighbouring counties. The private sector has also provided such facilities.  Information is available about the centres on the Council's website.

Alternatively, the National Local Authority exchange facility freetradeireland.ie is an excellent way of getting rid of unwanted items that may still have a useful life.
