Cathaoirleach’s Business

"That the Manager would present for discussion at the meeting a Report on the Policy and actions of the Council in regard to the installation in ground floor windows of retail and other premises, including licensed premises and restaurants  in Lucan Village of TV Screen type advertising screens and other illuminated signs, bearing in mind the heritage status of the Village on the one hand and the current work of the Council, with representatives of Lucan residents, businesses and other organizations to support and sustain business, commercial and community activity in Lucan Village."

REPORT:

There is no specific policy in relation to the positioning of TV screens in the windows of commercial premises. Such internal installations would generally be considered to be exempted development, although the size and scale of the screens would have to be considered in relation to the size of shop window and the provisions of the Lucan ACA. With respect to illuminated signage this is a seperate matter which would have to be considered in the light of the exemptions contained in the Planning and Development Regulations, particularly Class two exempted advertising, previous grants of planning permissions and the length of time that these signage may have been erected.  Broader issues in relation to the issues of signage may be more appropriatley dealt with as part of the local support for Lucan Village, in the context that signage may be established or previoulsy approved.
