That this Committee asks for an update on the report given to this Committee on the Tallaght Sustainable Energy Committee programme at the October 2012 ACM.
REPORT:
South Dublin County Council is committed to acting as a focal point for the reduction of energy usage and the growth of renewable energy technologies and strategies in the County. The Council is working hard to forge cross-sectoral links, grow community involvement at all levels, seek innovation and promote enterprise and job creation.
The Tallaght Sustainable Energy Community Project was established with a view to addressing the energy and climate change challenge at this local level. This project is supported by committed public and private stakeholders within the Tallaght Town Centre area, including Tallaght Hospital, ITT, The Square, Allied Foods and Respond Housing Association.
The SEC programme focuses on network development and cross sector partnership, thereby offering South Dublin and its stakeholders, synergies in the sharing of services and pooling of both resources and ideas. The SEC Programme has the potential to grow project management strategies and technical innovations not just for ourselves but for other nascent SEC’s around the country, building capacity within the Sustainable Energy Community.
Energy saving through improved efficiency, increase in the use of renewable energy sources and ultimately reduction in carbon dioxide generation are at the heart of this programme.
MUNICIPAL PROJECTS
- Energy Audits of all Depots, Civic Theatre, Kiltalown House and Libraries completed
- EU Project (Eplace) - Library HQ for detailed energy monitoring, metering and possible upgrade
- EU& ACE Project - assessing solar thermal in Clondalkin Leisure Centre
- Display Energy Certificates have been updated for SDCC large public buildings
- Monthly energy use for the 7 highest energy users has been collated with a view to preparing a list of energy efficiency works for 2013
- Water pumping station at Esker evaluation complete costing for variable-speed pumps is in
- SCADA upgrade included in Quarryvale
- Established Public lighting project with DoE, Fingal & DLR under CODEMA
- GPS for fleet and Public Realm crews tied in to GIS
- Staff energy awareness campaign - survey
- Eco Week - 22nd to 26th April
COMMUNITY/RESIDENTIAL PROJECTS
- SEAI Energy MAP trainingsupport to 10-12 schools. Workshops for students have been set up in Lucan Library in May and Tallaght Library in June
- SEAI Better Energy/Warmer Homes Project for energy upgrade of 43 homes (some private) Brookview successfully completed
- Further energy upgrade projects with energy partner are being planned - 40 houses in Deansrath
- Green Community Centres project proposal. Audits and advice on bills to be rolled out for all community centres
- Refurbishment Phase 3 Cushlawn, Tallaght (76 dwellings) fully complete. Shancastle/Greenfort (75 dwellings) 60% complete
INSTITUTIONAL/COMMERCIAL PROJECTS
- Tallaght Hospital now signed up to Energy MAP and first Energy Audit carried out
- Interviews for Energy Interns were held and 2 suitable candidates have been approached
- ITT - academic programmes agreed to assess Leisure Centres
- Presentation in Rua Red for Engineer's Week
- Links have been made with DIT Post Graduate energy modelling
- Wind Turbine feasibility for Luas Red Cow and zero carbon suburban transport interchange in Tallaght town centre
TRANSPORT PROJECTS
- Hydro-dynamic generator on Dodder for inclusion in NTA permeability projects. Desk top study agreed
- Cycle/permeability projects and transport/cycle hub progressing. Bid was successful for NTA funding for cycle bridge
- Knocklyon and Adamstown permeability projects complete
- Tallaght to Ballyboden and Outer Ring Road projects in public consultation process
