Cathaoirleach’s Business

"That this Committee acknowledges the serious problems being experienced by some householders in Tullyhall Green, Lucan arising from surface water drainage and flooding in their back gardens, note that these houses were built over 10 years ago and that the estate has been taken-in-charge by the Council, apart from Tullyhall Mews, draws attention of the Manager to the fact that serious flooding occurred during the construction phase of these houses around 2001, notes the condition of the unfinished Eleveden Properties development adjacent to Tullyhall Green, and Tullyhall Estate, including waterlogged areas, mounds of soil etc., and requests the Manager to instigate an investigation into the problems of waterlogging in back gardens in Tullyhall Green, including the monitoring of the provision of surface water drainage services when this part of Tullyhall was being built, an investigation into the possible contribution of of earthworks, site clearance and the provision of surface water drainage services during the partial development of Tullyhall Mews, and to make a statement on the matter."

REPORT:

The Council is aware that parts of the Tullyhall Estate in Lucan have not been completed especially the parts along the Adamstown to the Outer Ring Road link road. These incomplete parts of Tullyhall Estate would include the cul de sacs at Tullyhall Mews and Tullyhall Close. These areas are safely fenced off and do contain moulds of earth and some ponding of water does occur during heavy and persist rainfall in these fenced off areas. It should be noted that most of Tullyhall Estate has been taken-in-charge by the Council many years ago. The Council is also aware that this area flooded during the heavy rainfall in November 2000 but since that date thanks to the flood attenuation and alleviation works that were carried out on the Griffeen River which runs through the park beside Tullyhall Green no house in this area or Lucan in general has been flooded by river water. The Council will investigate the alleged flooding problem in the back garden of one of the houses in Tullyhall Green and try to determine if this alleged flooding problem is due to works carried out in neighbouring garden or earthworks during the building of part of Tullyhall Mews. However, it should be noted that this alleged flooding problem in the back garden of a house in Tullyhall Green is probable not the Council's responsibility but the householders.
