MOTION: Councillor M. Devine

"This Committee views with concern any complaints that involves unfinished or poor quality work that some elderly/ disabled persons have reported following works carried out under the Housing Adaptation Scheme. While recognising that the contract is between the individual and the Contractor, call on the Manager to provide a report on the number of complaints recieved and outline what supports can be provided to individuals who are left with shoddy and disastrous results"

REPORT:

No record can be found of any complaint by the recipient of a Housing Adaptation Grant about the standard of workmanship by the Contactor engaged by them to undertake the work.

The Council is aware of one householder who obtained a Disabled Persons Grant back in 2008  who was /is dissatisfied with the standard of the work.  The dwelling in question is a privately owned property and at no stage was the Council a party to the contract.   The position in this case is clear in that the householder entered into a contract with a Builder for the execution of specified works.  .

The Council is aware that,  in 2012,  the Contractor contended that he carried out significant alterations to the bathroom of the dwelling in question, above and beyond his obligations. As the Council has no function or obligation in relation to rectifying latent defects in such cases, it is not proposed to become involved in the dispute which has arisen between the parties.
