QUESTION: Councillor B. Bonner

There seems to be a constant problem with dumping of domestic waste on the Neilstown Road, with litter scattered along the whole length of the road.  To ask the Manager what can be done?

REPLY:

There have been four  no. incidents of illegal dumping reported on the Neilstown Road since September 2012 to date and where evidence was found, fines were issued under the Litter Pollution Act l997.

The Council's Enforcement and Licensing Division, Environmental Services Department is dependant on the support of local residents to provide information to support  the taking of legal action under the Litter Pollution Act l997. Specifically where an incident of illegal dumping is witnessed, residents are actively encouraged to report vehicle registration/other details to SDCC where this information will be followed up with a view to pursuing legal action under the aforementioned Act. The Council is also reliant on eye-witness reports to support SDCC in the taking of legal action through providing evidence in  any subsequent court proceedings.

In further attempts to curtail the practice of illegal dumping generally throughout the county, the Council's Waste Enforcement Officers are engaged on a daily basis of surveillance of illegal waste collectors.  Again residents are actively encouraged to report details of all such collections including and specifically scheduled collections so that these can be investigated and arrangements can be put in place in advance of the scheduled collection date to intercept the persons engaged in the waste collection service.

As Authorised Officers for the purpose of the Waste Management Act 1997/Regulations 2007, officers are empowered to request  details from persons engaged in collection/disposal of waste,  of Waste Collection Permits, Receipts for the disposal of all such waste at authorised and permitted waste facilities.

The Council's Litter Picking and Gully Cleansing Schedule is available for the public to view on the Councils web-site www.sdcc.ie
