"That this Committee discuss with the aid of a report details of the Arboricultural programme undertaken in the Rathfarnham area in Q1 2013 and to detail the outstanding works that will be planned for the remainder of 2013."

Update on 2013 Arboricultural Works Programme
The Arboriculture Programme for 2013 was presented to the Rathfarnham Area Committee on the 11th December 2012 following briefing sessions with the local Elected Members on the draft programme.
It was agreed with the Elected Members that the 2013 Arboriculture Programme would be prioritised, based on clearly identified criteria, and that it would be a programme that was achievable within the resources available to undertake it. The criteria were set out as follows:
In relation to trees, priority will be given to trees in the following categories:
- Dead and damaged trees.
- Trees in very close proximity to public lighting columns (less than 1.8m).
- Trees associated with lifting footpaths.
- Trees in conflict with overhead utility cables
The following progress report table is divided into:
A. Completion of 2012 Arboricultural Works Programme
B. 2013 Arboricultural Works Programme
There was a significant element of the 2012 programme that was not completed due to budget restrictions at the time. The first priority in 2013 was to begin the completion of this programme - and it will be completed by the end of March.
Nevertheless, significant work has been undertaken on the 2013 programme to date and it is planned that it will be completed by the end of 2013 and depending on the resources availability.
As in the 2012 programme, it will be noted from this report that many trees and shrubberies originally not included in the programme have been now been included and the work undertaken and this was based on an "on site" assessment by local staff of the particular condition of individual trees and shrubberies when staff were on site. It there were particular issues identified and that needed to be attended to it made practical sense to do that.
