Government Waste Policy
Leo Magee, Senior Engineer presented a report on the new waste policy- A Resource Opportunity – Waste Management Policy in Ireland issued July 2012.
The report included a summary of measures in the policy statement under the listed headings.

- Operation of the Market
Following contributions from Cllr Walsh, Cllr Hannon, Cllr. E Tuffy, Cllr Lahart, Mr Magee responded to the issues raised by the members. Cllr Coburn, Ms Ruddock also contributed.
Cllr Lahart recommended that members of the committee read the Waste Management Policy.
This matter will be discussed again by the committee as the various aspects of the policy are implemented.
Item 4
Review of Waste Bye-laws
Yvonne Dervan outlined the process in making waste bye-laws and provided an update on current situation. A notice was placed in the press on 1st October, to date no submissions have been received.
Cllr Lahart recommended that if no submissions are received by the closing date – the byelaws should go forward to Council. If a submission is received of a significant nature, the committee’s subgroup should be consulted and the committee can agree to refer the draft waste bye-laws to the SPC meeting in February 2013. This was agreed.
Item 5
Enforcement policy review
Ms Dervan presented an update stating that the review group has not yet met as the Council's Waste Bye Laws Review has not come to a conclusion. This process will commence now as soon as nominees are available to meet.
Litter Fines update
An update report was provided by Yvonne Dervan, Senior Executive Officer. Following submissions form Ms Kiernan and Cllr. Walsh, Mr Quinlivan, Director of Services gave an update on the collection of fines and response from court services.

Proposed Litter Bye-laws
A presentation on the research and possible layout of Litter Bye-laws was made by Maire Ni Dhomhnaill.
Following contributions by Cllrs Lahart, Hannon and Walsh and Ms Kiernan, it was agreed that an informal meeting of the Environment SPC would take place in 4 weeks to discuss this matter.
