"To ask the Manager for a full planning history of the site between Temple Manor Avenue and St Peter's BNS which was the subject of planning application SD05A/0847 and other applications, including all associated appeals and enforcement actions; to state the current status of applications on the site and any expiration dates; to state the current ownership of the site and the responsibility for ownership and security; and to state if it is possible to ensure replacement of the hoarding on the Limekiln Rd side."

The following is the planning history of the site between Temple Manor Avenue and St. Peter’s BNS, Greenhills, Dublin 12.

Location: Temple Manor Avenue off Limekiln Farm & St. Peters School, Greenhills, Dublin 12.

Development: Demolition of the existing 3 storey school building and the construction of 30 no. dwellings which are broken down into 5 blocks A, B, C, D and E all above basement as follows: Block A consists of a 3 storey block containing a total of 5 no. apartments as follows- 4 no. 3 bed & 1 no. 2 bed apartments with dormer windows facing north-east & south-west; Block B consists of a 4 storey block containing, 7 no. apartments consisting of 6 no. 2 bed apartments and 1 no. 3 bed apartment which is incorporated within the roof with dormer windows facing north-east & south-west; Block C consists of a 4 storey block containing 7 no. apartments consisting of 6 no. 2 bed apartments and 1 no. 3 bed apartment which is incorporated within the roof with dormer windows facing north-west and south-east; Block D consists of 9 no. 3 storey terrace houses consisting of 9 no. 3 bed with balconies; Block E consists of a 4 storey block containing 2 no. 4 bed houses with the fourth floor incorporated within the roof and dormer windows facing north-east & south-west; basement level consists of 44 no. car parking spaces, plant room, attenuation tank, and lift & stairs for access to the courtyard and access to Block E; ground level consists of 7 no. car spaces, refuse storage and bicycle storage located to the south-east of the site and covered lift and staircase for access to the basement located in the courtyard, together with an E.S.B. substation facing south-west with pedestrian and vehicular access off Limekiln Farm Road with security gates all with proposed landscaped courtyard, boundary treatment and site development works.

Development: The demolition of the existing 3 storey school building and the construction of 46 no. apartments all above basement level, comprising 6 no. 1 bed units and 39 no. 2 bed units and 1 no. 3 bed units in 5 no. blocks as follows: Blocks 1 and 2 located along Temple Manor Avenue consists of 2 storey building containing 16no. 2 bed apartments, with balconies facing Temple Manor Road and landscaped courtyard; Block 3 consists of 3 storey block containing 4 no. apartments consisting of 3no. 2 beds and 1 no. 3 bed with basement car parking access and balconies facing the internal courtyard and south, Block 4 and 5 located along the school boundary consists of 3 storey blocks containing 26 no. apartments containing 6 no. 1 beds, 20 no. 2 beds with balconies facing north and south. Basement parking containing 82 no. car spaces and 3no. at ground floor. Refuse areas, cycle storage, plant equipment are located at basement level, pedestrian and vehicular access off Limekiln farm together with an ESB substation, security access gates, landscaped courtyard together with all associates site works and boundary treatments.

There are no current Planning Applications in relation to the site.

An investigation was previously carried out by Planning Enforcement in relation to non-compliance with Conditions attached to Register Reference SD05A/0847 and in relation to the importation/dumping of soil. Enforcement File Reference S5609 refers. This file was closed in October 2010. There are no details available on file in relation to the current ownership of the site.

There is no action available to the Planning Authority in relation to the hoarding at the site. However, this matter has been referred to the Council's Derelict Sites and Dangerous Structures Sections for their investigation and direct reply.
