QUESTION: Councillor G. O'Connell
"To ask the Manager for a report on the impact of limiting or restricting access to the two laneways in Palmerston (rear of Kennelsfort Road and of Palmerstown Ave) and what lessons can be learnt from these two pilot areas for other laneways in Palmerston?"
REPLY:
Complaints were received by the Council from local residents and Public Representatives that the laneways in question were being used by motorists as a short cut to gain access to the N4 especially during times of traffic build up on Kennelsfort Road. In 2009 it was agreed to install bollards in these laneways to prevent motor vehicles traversing the laneways as a through route. These bollards were installed in late 2009 and have satisfactorily addressed this issue. The Roads Department has received no complaints in this regard since the bollards were installed.
The bollards installed regulated the flow of vehicles in the laneways to local access only. It is essential that stakeholders, in this case owners of premises along the laneways, are consulted in order general agreement is reached prior to any installation works take place.
