Report on Part 8 of the Local Government (Planning & Development Regulations 2001-2007)
The proposed upgrade of the existing waste water pumping station at Quarryvale.
The attached report was considered at the Lucan Area Committee Meeting on Tuesday 18th December 2012.
Following consideration of the report it was proposed by Councillor W. Lavelle, seconded by Councillor E. Tuffy and AGREED to recommend to the full Council that the proposed upgrade as advertised be implemented.
It is now proposed to proceed with the upgrade of the Quarryvale waste water pumping station as advertised.

Introduction
Part 8 of the Local Government (Planning and Development) Regulations 2001-2007 outlines the requirements with respect to certain classes of Local Authority developments. These regulations apply to the proposed upgrade of the existing waste water pumping station at Quarryvale, as described below:
· Construction of an new concrete plinth to facilitate the installation of a new Odour Control Unit on the west side of the pump station,
· Replacement of 2 foul pumps within the pump house,
· Widening of the current entrance and erection of a steel perimeter fence and access gates,
· Installation of a skid mounted standby generator on the east side of the pump station.
· Painting, of the pump house interior.
The purpose of the proposed scheme is to provide improved access and egress for maintenance purposes, improved security of the site, reduce the level of odour emitted from the pump house and to provide for a new back-up electrical generator in the event of mains electrical failure. The back-up generator will replace / negate the need for the use of a by pass pump during mains electrical failure.
Consultation Process:
The Proposal for this scheme was advertised in accordance with the requirements of Part 8 of the Local Government (Planning and Development) Regulations 2001-2007 on 26th February in the Irish Independent. Plans and particulars of the proposed scheme were on display and available for inspection or purchase in the offices of South Dublin County Council, County Hall, Tallaght Dublin 24; South Dublin County Council, Civic Offices, Clondalkin, Dublin 22, Lucan Library, Superquinn Shopping Centre, Newcastle Road, Lucan and in the John Jennings Library, Stewarts Hospital, Palmerstown from Monday 1st October 2012 until Monday 29th October 2012. Submissions and observations with respect to this matter, dealing with the proper planning and sustainable development of the area in which the development would be situated were to be sent to SEO, Water Services Department, South Dublin County Council, County Hall, Tallaght, Dublin 24. The closing date for receipt of written submissions / observations was 4:30pm on Monday 12th November 2012.
A presentation pertaining to the particulars of the proposed development was also made to the Lucan Area Committee Meeting on 25th September 2012.
As the Quarryvale Pumping Station is located adjacent to a number of residential dwellings on the old Lucan Road, a letter was sent to each resident informing them of the proposed works and inviting submissions on same prior to the closing date (which is 12th November 2012).

Summary of issues raised:
Observation 1: South Dublin Conservation Society, P.O. Box 10998, Tallaght, Dublin 24
Existing Quarryvale Pumping Station Building is “very shabby and unsightly in appearance.
Response: The Council plan to improve the façade of the building by planting creepers to grow on the walls, this will have the added benefit of preventing graffiti and should in time greatly improve the appearance of the building.
Observation 2: Ms. Ailish Mansfield & Mr. Eugene Foley, “Condega”, Old Lucan Road, Palmerstown, Dublin 20.
Query regarding the proposed palisade fencing outside the existing site perimeter.
Response: The Council will provide the best quality of fencing possible and will ensure that it will blend in with the surrounding area and be unobtrusive.
Observation 3: Ms. Una Ryan, “Sunnyside”, Old Lucan Road, Dublin 20.
Query regarding her proximity to mains drainage infrastructure but she remains on septic tank.
Response: With regard to the Part 8, all the proposed works are confined to within the existing site and do not impinge on the Old Lucan Road and lands on either side of it. A letter of response to Ms. Ryan’s particular query submitted under the Part 8 Public Consultation process has issued directly to her.
Recommendation:
It is proposed that this scheme will be funded by 80% levies & 20% Water Pricing.
It is proposed to proceed with the Scheme as advertised.
The recommendation of the Committee will be brought to the County Council for decision.
