MOTION: Councillor D. Looney
That this Committee expresses its concern with the proliferation of "skip bags" being dumped in this area; that this Committee calls on the Council to write to all waste companies reminding them of their duty of care to the environment; and that the Council confirm whether action against the providers of "skip bags" may be possible under bye-laws or legislation in the case of dumping.
REPORT:
A report on the Draft Review of SDCC's Bye-laws for the Segretation Storage and Presentation of Household Waste will be presented to the December Meeting of the Council under Iterm H-1-l3 Monday 10th December next. Skip bags have not been defined for the purpose of the draft bye-laws as they are not generally used for the segregation storage and presentation of household waste. Illegal dumping of waste, in any form, including in a skip bag, is covered under the Litter Pollution Act 1997. Where evidence of illegal dumping is found, the appropriate enforcement action is taken. A report on draft amendments to the Litter Pollution Act l997, which provides for enforcement of skip bags providers, is currently before the Minister .
