MOTION NO. 5

MOTION: Councillor J. Hannon

That this Council requests the Minister for Environment, Local Govt. and Community to make provision for early and/or postal voting so as to facilitate citizens who, for various reasons, are unable to be physically present at their local polling station on polling day, and that this matter be debated.

REPORT:

The rules governing Postal Voting are set out in Rule 19 of 2nd Schedule to 1992 Electoral Act. There are strict guidelines setting out the criteria for elegibility for a Postal Vote which must be applied for annually, and aside from Local Elections the responsibility for processing and issuing of Posal Votes lies with the County Returning Officer. The following is a list of persons who fall into the category of elegibility for postal votes:

Members of the Defence Forces, Garda Siochana, Diplomats and their spouses, persons with a physical disability living at home, persons unable to vote in person because of the circumstances of their occupation, service or employment, including students attending an educational institution in the State on a full time basis, prisoners.

Should this Motion be passed the content of same will be forwarded to the Minister for Environment, Local Government and Community and a copy of his reply, when received, will be circulated to the members.
