QUESTION: Councillor E. Tuffy

To ask the Manager for an updated report on the amount by which the Council's allocation from the Local Government Fund for 2012 has been reduced to date as result of the rate of payment by households in the County of the 2012 Household Charge?

REPLY:

Department of the Environment, Community and Local Government circular Fin 11/2012 confirmed an adjustment of €475,210 to the Local Government Fund (LGF) Allocation for 2012.  This represents a reduction of 2.8% to the original LGF allocation and funding of 0.2% of the adopted budget for 2012.  The budget is monitored on an ongoing basis and it is normal to encounter some fluctuation to the adopted budget and income requirements.  The income from the Non Principal Private Residence (NPPR) charge has exceeded budget and is available to fund this income deficit for 2012. 

The circular also noted that a further adjustment, not exceeding €84,820 (an adjustment of 0.5% to the original allocation), will be made to the South Dublin LGF allocation in November if Household Charge compliance does not match or exceed 65% for the county by mid November 2012.  If this adjustment is applied it will also be funded from the additional incomes received from NPPR penalties and charges in 2012.

To 6th November 2012 63.04% Household Charge compliance has been achieved.  From 19th to 24Th October 2012 some 22,500 letters were sent by South Dublin Council to householders identified by the Household Charge Collection Bureau from current property registration information supplied by the PRA (Property Registration Authority).  Should we achieve a further 1.96% compliance as a result of this exercise then the reduction adjustment would remain at €475,210.
