MOTION: Councillor D. Looney

Cathaoirleach’s Business

That this Committee expresses its serious concern with the dangers of private waste collection companies operating trucks in residential areas outside of normal working hours; that all waste companies operating in this area be written to expressing the concerns of local representatives on behalf of residents regarding collections very early in the morning or at night; and that a report be brought to the next Council meeting on this item.

REPORT:

Offaly County Council has  been designated as the Nominated Authority for the processing, granting and monitoring of all Waste Collection Permits, known as the National Waste Collection Permit Office (NWCPO). 

The Storage and Presentation and Collection of Household Waste Bye-laws  adopted by SDCC in 2007 relate to responsiblities of home owners/occupiers and their responsiblities for presenting their bins for collection.  The 20l2 Revised Household Bye-laws for Collection Storage and Presentaiton of Waste are currently on public display. It is open to any member of the public to make submissions as part of that review process. Members will have the opportunity to make any amendments to the draft during this process.

The Council's Enviornmental Services Department will notify all Waste Collection Companies operating within the administrative area of this Council of the concerns expressed by the Memebrs.  Council will also advise the NWCOP  at Offaly County Council and the Gardai Siochana who are responsible for traffic sasfety.
