MOTION: Councillor G. Kenny

That this area committee looks into the feasibility of giving local horse owners a plot of land so an equine horse project can be put in place in Clondalkin.

REPORT:

While South Dublin County Council  will support any proposal  by local horse owners and the Irish Horse Welfare Trust for a Clondalkin Equine Management Programme.  the Council is not in a position to support the development of any such proposal from  its own revenue or capital  resources.

Following a public meeting of interested members of the public held in Clondalkin 20l0,  SDCC met with a group of community representatives to discuss the potential for a horse project in the Clondalkin area. A number of issues were addressed at the meeting including the statutory framework (Control of Horses legislation and Council Bye-laws) within which SDCC and horse owners must operate.  The group identified a need at that time for stabling of between ll5-l20 horses and  also briefly discussed the possible location of a site at Collinstown Park  - however it became clear this site would not be sufficient to meet the level of demand identified.

That meeting concluded with the group agreeing to prepare a project brief and revert to the Council  with more detailed information and proposals.

No further contact has been made since then by the group with SDCC.
