Report on Loreto Abbey

Flooding in Loreto Abbey has been the subject of discussion, inspection and investigation over a number of years and during such inspections and investigations the Council has not discovered any issues of material non-compliance of the general surface water drainage with the planning permission granted by An Bord Pleanala.

The flooding of the underground carpark after heavy rain is possibly due to an underground stream or water course being blocked by the underground carpark during construction. This underground water course was not shown on any drawings submitted during the course of the planning permission application and therefore, the Council did not comment or condition the Developer with regard to it.  It is therefore NOT a non-compliance.  The non-compliance is that there appears to be an error in levels with the surface water outfall requiring the installation of a pump.

The Council understands that the Resident’s Association have engaged a Consulting Engineer to advise them on the flooding of the basement car park under block CK.  As the basement car park is private and it will never be taken in charge by the Council it is more appropriate that this is the case.
