Borrowing for Boherboy Water Supply Scheme
The Boherboy Water Supply scheme involves the laying of 41 kilometres of water supply pipelines and the construction of two new reservoirs at Saggart and Kiltalown each having a respective capacity of 24 and 17.5 megalitres. The water will be conveyed to the Greater Dublin area via a cross country pipeline network which will cross connect into the new Scheme at Saggart. A new pumping station at Saggart will pump water to a new high level reservoir at Kiltalown and this will facilitate feeding substantial housing and industrial areas in the County in a sustainable and energy efficient matter. An outline of the expenditure for capital works to cover the period to the end of 2012 is as follows:

The total cost of the scheme which will be completed in late 2012 will be in the region of €57.3m for which the Department of the Environment, Community and Local Government has allocated funding of €40.8m. The balance of €16.5m will be funded from a combination of water pricing (i.e. financial contribution included in non-domestic water charges) and development contributions. The borrowing for this aspect of the project funding will be repaid from future incomes from these sources.
Accordingly, the approval of the Council is now sought to the raising of a loan for €2.3m subject to the approval of the Minister for the Environment, Community and Local Government.
