MOTION: Councillor T. Delaney

That the Manager gives an update on works to alleviate the flood  issue to rear gardens in Cappaghmore from the overflow stream alongside the canal bank.

REPORT:

It should be reiterated that the drain that runs down the back gardens of the houses in Cappaghmore Estate, Clondalkin, parallel to the Grand Canal and it's overflow channel is not taken in charge and therefore the maintenance of this drain is not the responsibility of the County Council. Not withstanding this, it was agreed earlier in the year that the Drainage Section would look into seeing if they could free up the flow of water through this drain. On looking into the situation it was found that this drain was badly blocked with tree roots especially at its outfall at the Ninth Lock Road end. However to gain access to this area of the drain the overflow channel of the canal must be crossed which is inhabited with crayfish which Fisheries Ireland refuse to allow us to disturb. This means the Drainage Section is unable to put in a pipebridge so that machinery can cross this channel. In the coming weeks, the Drainage Section will try and see if some of this tree root clearing work can be done manually to allow more flows through this drain.
