REPORT ON PART 8 CONSULTATION
CLONDALKIN SKATEPARK
Recognising the significant public demand for the development of a skatepark in the Clondalkin area, a suitable site for the Skatepark at Clondalkin Leisure Centre has been identified and the necessary layouts and documentation has been prepared.
It is proposed that the Council proceed to develop the skate park at the proposed location. It is intended that a detailed design of the skatepark would be prepared for agreement with local user groups and the Management of the Leisure Centre and that arrangements for the future management/maintenance of the facility will be developed and agreed.
The proposal has been awarded a provisional approval under the Sports Capital Grant programme, operated by the Department of Transport, Tourism & Sport. The terms of the scheme also require a 30% match funding contribution from the Council towards the completed project.
Following agreement at the Clondalkin Area Committee held on 20 June 2012, the Draft layout plan/location map for the skatepark was placed on public display for the statutory period of six weeks from 9th July 2012 until 17th August 2012, with a further statutory period of two weeks, extending to the 3rd September 2012, for receipt of written submissions from the public.
It was further agreed that, in the interests of advancing the project to avail of resources should they become available, the report on the public consultation process would be brought directly to the next available meeting of the full Council rather than returning to the Area Committee.
A layout plan/map is attached.
One submission was received during the specified period of the Public Consultation in respect of the proposed development. This submission can be summarised as follows;
Submission 1. – Mr Tony Heaney. Mr Heaney objects to the proposal on the basis of inadequate parking provision, waste of public funds, and general security issues and health and safety concerns.
Following consideration of the above submission, the Council is of the view that the issues raised by way of the submission can be satisfactorily addressed during the detailed design stage.
Recommendation:
It is recommended that, as the proposal is in conformity with proper planning and sustainable development of the area, that the Council approve the proposal to provide a skatepark at Clondalkin Leisure Centre.
