QUESTION:  Councillor E. Walsh 2009

Ag féachaint ar an bhfreagra a tugadh do chomhaltaí na gComhairle seo i  nDeireadh Fómhaír 2011:

1. an bhféadfadh leis an gComhairle torthaí na bpléití leis an Údarás um Bóithre Náisiúnta a fhoilsiú maidir leis an nDá Chéim chun rothaíocht a spreagadh sa Chontae?

2. Cad É toradh na hidirbheartaíochta leis an Údarás maidir leis an Scéim Rothair Bhaile Átha Cliath?

3. Cathain a bhfoilseofar Staidéar um Ghréasáin Rothaíochta an Chontae?

Having regard to an answer given to members of the Council in October 2011:

1. Would the Council publish the results of its discussions with the National Roads Authority regarding the Two Stages to promote cycling in the County?

2. What is the result of the negotiations with the Authority having regard to the Dublin Bike Scheme? 

3. When will the County Cycling Network Study be published?

REPLY:

1. Ón uair dheireanach a tuairiscíodh don Chomhairle i Mí Dheireadh Fómhair 2011, tá críoch curtha le plean líonra rothaíochta ag díriú ar cheantar Thamhlachta don Chontae agus cuireadh dréachtfhormáid chuig an NTA i mí Feabhra 2012.  Bhí sé mar aidhm againn tuilleadh anailíse a dhéanamh ar an líonra agus pleanáil a dhéanamh do bhealaí eile tríd an chuid eile don Chontae, le tacaíocht Ón NTA i 2012.  Ina ionad sin, rinne an NTA cinneadh É a dhéanamh ar bhealach eile, bunaithe ar an réigiún, .i., chun sainchomhairleoirí a fhostú chun plean líonra a fhorbairt do na ceithre rialtas Áitiúla i mBaile Átha Cliath.  An phríomhaidhm a bhí leis seo ná go mbeadh an cur chuige céanna ann agus go mbeadh na bealaí ag teacht le chéile trasna theorainnacha an Chontae. Tuigtear go bhfuil na sainchomhairleoirí beagnach réidh chun dréacht-tuairisc a thabhairt don NTA, ach tá sé fós le críochnú chun comhairliúchán a dhéanamh leis na rialtais Áitiúla. 

2. Tá an obair atá críochnaithe ag CCáCT, atá dírithe isteach ar Thamhlacht, curtha ar aghaidh chuig Staidéar na Sainchomhairleoirí ar an Líonra Réigiúnach.  Freisin, chuir an obair seo maoiniú ar fáil Ón NTA i 2012 chun méid Áirithe uasghrádaithe nó bealaí nua do chéim de Chuid 8, ina ligfear cead tuilleadh maoinithe Ón NTA a fháil i 2013 agus blianta eile amach romhainn.  San Áireamh sna bealaí nua agus uasghrádú tá na cinn seo a leanas:-

3. Mar a bhí leagtha amach i litir roimhe seo, chuig an Chomhairle ar an 10 Samhain 2011, chuaigh an NTA iad féin ar aghaidh ag breathnú ar na feidearthachtaí atá ann chun leanúint ar aghaidh agus Scéim Rothaíochta Bhaile Átha Cliath a leathnú amach chuig na Contaetha ar an teorann i 2012.  Níl aon rud suas chun dáta againn air seo fós, ach is cosúil go bhfuil an NTA ag tabhairt tús Áite chun an plean líonra rothaíochta réigiúnach a chríochnú agus ag díriú ar uasghrádú a dhéanamh ar an bhealach agus feabhsú a dhéanamh roimh Scéim Rothaíochta Bhaile Átha Cliath Meadaithe a thosú.  Iarrfar sonraí suas chun dáta ag an chéad chruinniú dul chun chinn eile idir an Rannóg Pleanála agus Bóithre agus an NTA.

1. Since last reporting to the Council in October 2011, a cycle network plan focussed on the Tallaght Area of the County has been completed and was submitted in draft format to the NTA in February 2012.  It had been intended to undertake further network analysis and planning for routes throughout the remainder of the County, with the support of the NTA in 2012.  Instead,  the NTA decided to approach this matter on a regional basis i.e. to directly appoint Consultants to prepare a network plan for all four Dublin Local Authorities.  The principal purpose of this is to ensure consistency of approach and that routes are aligned accross County boundaries.  It is understood that the Consultants are nearing completion of a draft report to the NTA, but that this has yet to be concluded for consultation with the local authorities.

2. The work that has been completed  on the SDCC network focussed on Tallaght has been fed into the Consultants Regional Network Study.  Morever, this work has directly led to the NTA providing funding in 2012 to bring a number of new or upgraded routes to Part 8 stage that would enable NTA funding for construction in 2013 and subsequent years.  These new and upgraded routes include:-

As previously outlined in a letter to the Council on 10 November 2011, the NTA themselves undertook to examine the feasibility for the extension of the Dublin bike scheme to outlying Counties in 2012.  There has been no update on this to date, but it would appear that the current NTA priority is the completion of the regional cycle network plan and to focus on route upgrade and improvement in advance of implementing an extended or satellite Dublin Bike Scheme.  An update on this matter will be sought at the next progress meeting between the Planning and Roads Departments and the NTA.
