MOTION: Councillor T. Gilligan
That this Council revokes Greyhound's waste licence, following on from a motion I put down at the last Council meeting.
REPORT:
Following on from the Motion passed at the July Council meeting, a letter has already issued to the Environmental Protection Agency (EPA) advising of the motion and its contents.
As stated in the discussion at the July meeting, South Dublin County Council has no powers to revoke licences/permits of the type held by Greyhound Recycling & Recovery. The company hold the following authorisations -
Waste Licence W0095 - 02 - in relation to the operation of a Waste Transfer Station at Knockmitten Lane, Western Industrial Estate, Dublin 12. This Licence is issued by the Environmental Protection Agency. South Dublin County Council has no powers to revoke this Waste Licence as these powers are only available to the authorising body - in this case the EPA.
Waste Collection Permit WCP-DC-08-1154-01 - in relation to the collection of non-hazardous household, commerical and industrial wastes in multiple regions throughout the country. This Permit was issued by Dublin City Council. As and from lst February 2012, Offaly County Council became the National Waste Collection Permit Office. South Dublin County Council has no powers to revoke this Waste Collection Permit as these powers are only available to the authorising body - in this case, now the National Waste Collection Permit Office.
South Dublin Council Council has no powers of authorisation or revocation in relation to either Greyhound Recycling & Recovery's Waste Licence or Waste Collection Permit.
