The legislation governing the non principal private residence charge provides that owners of qualifying properties must register and pay the charge and significant monthly penalties accrue to owners of such properties if they fail to do so. The reasons for variances year on year in the number of properties registered for NPPR can include;
* Person may have disposed of the property and it is no longer a non principal private residence
* A person's circumstance may have changed to the extent that he/she now qualifies for an exemption from the charge (https://www.nppr.ie/Faq.aspx )
* Person may have registered for one year but did not pay in subsequent year(s), thus incurring penalties
