QUESTION: Councillor B. Bonner
Residents in Woodford and in Riversdale have been working hard to improve their areas. The problem of dog fouling is an issue in both areas. Dog owners say they would like special dog dirt bins to be installed in these areas to enable them to clean up after their dogs. To ask the Manager if these bins can be installed please?
REPLY:
Under the Section 22 of the Litter Pollution Act 1997, a dog owner is responsible for the cleaning up of any dog litter deposited by the dog in any street, road, path, park etc.
The Council has recently applied stencils to the footpaths of a number of parks reminding dog owners of their responsibilities.
The Council does not provide separate bins for the disposal of dog waste because the owner/person in charge of the dog is required to remove dog litter and dispose of it in a suitable sanitary manner. Owners are required to clean up as required and should perhaps keep bags/poop scoops next to the dog's lead as a reminder. Any plastic bag can be used to hold the dog litter and it can then be carried away for safe disposal in the refuse bin. The Council does not provide specific bins for the disposal of dog waste. Dog litter put in bags can be disposed of in any of the litter bins provided for general waste and this is an economical and appropriate solution.
