MOTION NO. 9
MOTION: Councillor T. Delaney
That this Committee asks Waterways Ireland to consider the installation of 'cattle grid' type structure to impede horse traffic from accessing the Grand Canal Pathway (Green Route) between the 9th and 12th Lock.
REPORT:
During the course of the works on the Grand Canal Way – Green Route Project specific measures were taken to prevent, as far as possible, access by horses onto the towpaths. These included the provision of kissing gates at all major access points and along the towpath itself at selected areas. Extensive berming and planting was also carried out along the stretch of open space between Grange Castle Road and Fonthill Road.
Restricted access points for pedestrians and cyclists were also provided along this stretch. As the works on the project was nearing completion it was discovered that two new openings were being created from persistent usage. Access from these new openings is now being restricted.
From the above it is clear that every effort was made to prevent horses accessing the towpath. However, due to the length of the towpath and various areas where access can be gained it is virtually impossible to fully prevent them accessing the towpath.
If the motion is passed the matter will be forwarded to Waterways Ireland for their attention. When a reply is received the committee will be notified accordingly
