QUESTION NO. 1

QUESTION: Councillor J. Hannon

To ask the Manager to provide details of grant aid from OPW in relation to flood relief measures following last October's flooding and indicate what works will be undertaken at specific locations and when it is expected that works will commence and conclude?

REPLY:

The Office of Public Works have confirmed funding for 2 schemes. The Killinarden Stream and Tributaries/Knockmore Park, has a confirmed allocation of € 333,000. The River Poddle Flood Alleviation Scheme has been approved with an allocation of €250,000 for South Dublin County Council and additional works to the value of €250,000 to be carried out directly by the OPW.

The works at Killinarden Stream/ Knockmore consist of :

The redesign and replacement of 3 significant screens on Jobstown Stream, Killinareden Stream/N81 and at the Jobstown Road.

The building of a swale and increase of boundary wall height at Knockmore Park and Avenue

The installation of two new screens and headwalls at the N81 at Deselby.

Stream maintenance between Hazelgrove Golf Club and the Jobstown Inn.

The Poddle River catchment – The Council sees the flood risk management on the Poddle as a two phase programme with the first phase already commenced in the spring of 2012. 

Phase one involved a full topographical survey of the Tymon Park area adjacent to the lakes and this work has been carried out. The results of the survey have demonstrated that it will be possible to raise the weir on the lakes by approximately 1.5 metres, which will substantially increase the attenuation capacity within the area. Arising from the increased height of the weir additional contouring of some of the embankments will also be necessary. During 2012, it is also proposed to carry out a complete clean out of the Poddle from Tymon Park to the County boundary at Kimmage and this will involve the removal of overgrown vegetation, trees from the water course and substantial debris, which exists in the river, will also be removed. Also in 2012, it is proposed to examine the screens and culverts on this section of the river and redesign and replace where necessary.

Phase two will involve a wider topographical survey of Tymon Park both east and west of the M50 and also Bankcroft Park with a view to providing options for further attenuation of the river. This review will also involve an impact assessment of the M50 scheme on the river. It has been agreed with the OPW that these two phases can be front loaded immediately as an emergency response to the recent flooding but the proposed works must be complementary to the probable outcomes of the East CFRAMS Study. 

The works will be carried before the end of November 2012.
