QUESTION: Councillor D. Looney
To ask the Manager when it is intended to publish Councillor expenses on the Council website, to clarify the format of the publication and explanatory notes, and to make a statement on the matter?
REPLY:
Section 142(4)(g) of the Local Government Act 2001 provides that the Minister may by Regulations provide for ‘a public register of attendances and payments’.
Article 8 of S.I. 552/2001 provides that a local authority shall for each year maintain a public register of all payments made under Section 142 (members expenses, remunerations etc) and Section 143 (allowance for Cathaoirelach / Leas cathaoirleach) of the Act. The register shall include:
a) a record of attendance at meetings of the authority and of its committees and joint committees of which the person is a member;
b) the amount of payments under these Regulations
c) the amount of the composite annual allowance paid
d) the amount of any allowance paid under section 142(1)(c) or section 143 of the Act
e) the amount of payments to which section 142(5) of the Act apply and the events attended.
This detail is now ready for publication adn a copy of the details will be forwarded to Councillors in the coming days.
While attendances at meeting (except OP&F) are currently publicised through the various minutes which are already made available, this is not available in a formal register. Accordingly it is now intended to formally collate these details and publish in an attendance register.
