"That this Committee calls on the Manager responsible to
(1) improve the barriers so that vandals cannot move in the “tunnel” between the wooden barrier and the cemetery wall between Woodfarm Acres and Palmers Court and between Palmers Court and the Cold Cut
(2) put in a barrier to block off access from Palmers Close to Palmerstown Cemetery adjacent to the M50
(3) collaborate with Dublin Cemeteries and have a wall erected on the boundary between Palmers Close and Palmerstown Cemetery to replace the current balustrade fence along the green
REPORT:
An inspection of the boundaries in the vicinity of Palmerstown Cemetery, Palmers Close and Palmers Court was recently undertaken. With reference to the above points in the motion, the following observations were made during the inspection:
(1) The wooden sound barrier that was erected along the M50 as part of the upgrade works is located approximately 1.5 meters from the cemetery wall. At the time of installation a corridor existed between the two structures which would have enabled the movement of pedestrians along it. Since its erection infill barriers have been placed at regular intervals along this corridor which impedes movement along it. The barriers vary in height from 2 meters to 3 meters. The evidence of vegetation now growing in the corridor would suggest that there is no pedestrian movement along it. The boundary wall at Woodfarm Acres is 4.2 meters high and there was no evidence to suggest that individuals are climbing this wall to access the M50 side.
The boundary between Palmers Court and Coldcut Road consists of a 2.5 meter high block wall. There is no evidence to suggest that individuals are climbing over the wall at this location.
(2) There is a 2.4 meter high triple spike palisade fence between Palmers Close and the Cemetery.
(3) The fence that exists between Palmers Close and the Cemetery is in good condition and forms a solid boundary which delineates the Cemetery from the housing estate. Replacing the fence with a wall is not considered necessary at this location as the fence provides a suitable boundary and does not give rise to anti social activities due to its transparency and hence high levels of passive supervision.
