COMHAIRLE CONTAE ÁTHA CLIATH THEAS
SOUTH DUBLIN COUNTY COUNCIL
MEETING OF LUCAN AREA COMMITTEE
Tuesday, May 22, 2012
MOTION NO. 9
MOTION: Councillor E. Higgins
"That the Manager provide a detailed update on proposals to amend the Parking Bye Laws 2010 for the Palmerston area as per Motion 5 at the March Area Committee Meeting."
REPORT:
An undertaking has been made to revise the Control of Parking Bye Laws in 2013. The issues pertaining to Palmerston Village as raised by this committee will, along with any other relevant information, be brought before the area committee for inclusion in the revised draft Control of Parking Bye Laws.
The Control of Parking Bye Laws describe the operational hours and operational days for each road subject to Pay and Display Parking. Any alteration of the operational hours and operational days invoke a change to the Bye Laws which is a reserved function of the Council Members.
The current Bye Laws were introduced in 2010 following an extensive consultation period. Issues, such as that highlighted, pertaining to the operation of controlled parking are accommodated within the consultation process for Control of Parking Bye Laws.
The decision to include the 'horseshoe' residential' area at the time of implementing Pay and Display Parking was due to representations made by local residents. This area is the closest to the Village and was subject to overspill parking from the Village. In the event of a review of the Bye Laws, consideration to any modification at this location would require the views of residents to be established.
It is our intention to review the operation of the Control of Parking Bye-laws across the County in 2013 following 3 years of their operation.
