MOTION: Councillor E. Tuffy
"That this Committee fully supports the Manager's Sustaining and Developing Business Initiative, notes the content of the Action Plan for Jobs 2012, particularly the content of Chapter 2 Supporting Indigenous Start Ups and Action 2.5 relating to a new Community Enterprise Development Programme and new Community Enterprise Centres, but is concerned that there is no Community Enterprise Centre in the Lucan EA, where over 4,300 residents are on the Live Register, as there are Community Enterprise Centres in other areas of the County including Clondalkin and Tallaght, and requests the Manager to pursue, with Enterprise Ireland and in the context of the Action Plan for Jobs, the realisation of at least one Community Enterprise Centre in the Lucan EA, and pursue again, with the Adamstown developers, the possibility of bringing forward the Enterprise Centre included in the SDZ Planning Scheme. "
REPORT:
The Adamstown SDZ Planning Scheme requires the provision of 2 enterprise centres in Adamstown. The first enterprise centre is to be delivered by the end of phase 6 (4,201 – 5,000 dwellings) and the second centre by the end of phase 10 (7,401 – 8,200 dwellings). Development is currently in Phase 2 (1,001-1,800 dwellings). Each centre is to be at least 1,500sq.m in area and comprise 8-10 small own door units. The purpose of the enterprise centres is to provide office, studio and workshop accommodation backed up by support & training facilities for local business start-ups. One of the two enterprise centres is to be an ICT enterprise centre incorporating an incubation centre, third level outreach centre and a SME education support centre.
Meetings have taken place between South Dublin County Council, the County Enterprise Board, third level educational establishments and Castlethorn Construction to consider potential models for the delivery of an enterprise centre, at an earlier stage than envisaged in the Planning Scheme. No agreement has been reached to date in relation to the location, format and appropriate delivery mechanism for enterprise centres in Adamstown. South Dublin County Council will continue to work with stakeholders with a view to finding a suitable model.
